For more than a decade, thousands of Rutgers University students have been able to broaden their educations by taking a wide range of online courses offered by the university.

Now Rutgers is preparing to significantly expand the reach of the university?s online curriculum to even more students across New Jersey and beyond.

The university today announced a new public/private partnership with Pearson, provider of educational technology, content and services, which positions the university to significantly expand lifelong learning opportunities ? including undergraduate and graduate degrees available entirely online ? while maintaining access to the same level of academic quality that is offered in the traditional Rutgers classroom.

Rutgers will work with Pearson to respond to the most rapidly growing segment of the population seeking higher education ? adult, part-time learners who, because of work and family obligations, cannot attend traditional on-campus classes. The degrees will be in a wide range of disciplines and initially will focus on the Master?s level.

By providing fully online graduate programs taught by university faculty, a Rutgers degree becomes available to students wherever they are.

?This public/private partnership helps us meet our responsibility as New Jersey?s premier public institution of higher education,? said Rutgers President Robert L. Barchi. ?We will be able to provide the academic rigor and high quality of a Rutgers education to a broader statewide, national and global group of students who might not otherwise be able to come to our campuses in New Brunswick, Camden or Newark.?

?We are particularly keen to serve the active military and veterans across the U.S. and around the world,? said David Finegold, senior vice president of Lifelong Learning and Strategic Growth. ?Rutgers Veterans Services frequently receives emails from members of the military serving in Iraq and Afghanistan who wish to pursue a Rutgers degree. We will now be in a much better position to meet their educational needs.?

Rutgers has offered online courses since 1999, initially only at the graduate level. Currently, there are more than 15,000 enrollments each year in online courses. The new partnership with Pearson will enable Rutgers to increase the number and features of fully online degree programs, enrollments and the geographical reach of Rutgers online.

The first expanded graduate programs ? Master of Education in Learning, Cognition and Development and Master of Library and Information Science ? will be available in January 2013. Students interested in enrolling can go to http://online.rutgers.edu for more information.

Additional programs in Spanish, nursing, business, engineering, criminal justice, social work and other subjects are expected to begin enrolling students for summer and fall 2013 courses.

Pearson was chosen through a selective bidding process. Rutgers will leverage Pearson?s online learning technology, services and support to keep students engaged from enrollment through graduation. The university will also work with Pearson to provide training and resources to assist faculty as they move between classroom and online instruction.

Aerobic exercise trumps resistance training for weight and fat loss

Dec. 15, 2012 ? Aerobic training is the best mode of exercise for burning fat, according to Duke researchers who compared aerobic training, resistance training, and a combination of the two.

The study, which appears Dec. 15, 2012, in the Journal of Applied Physiology, is the largest randomized trial to analyze changes in body composition from the three modes of exercise in overweight or obese adults without diabetes.

Aerobic exercise -- including walking, running, and swimming -- has been proven to be an effective way to lose weight. However, recent guidelines have suggested that resistance training, which includes weight lifting to build and maintain muscle mass, may also help with weight loss by increasing a person's resting metabolic rate. Research has demonstrated health benefits for resistance training, such as improving glucose control, but studies on the effects of resistance training on fat mass have been inconclusive.

"Given that approximately two-thirds of adults in the United States are overweight due to excess body fat, we want to offer clear, evidence-based exercise recommendations that will truly help people lose weight and body fat," said Leslie H. Willis, MS, an exercise physiologist at Duke Medicine and the study's lead author.

Researchers enrolled 234 overweight or obese adults in the study. Participants were randomly assigned to one of three exercise training groups: resistance training (three days per week of weight lifting, three sets per day, 8-12 repetitions per set), aerobic training (approximately 12 miles per week), or aerobic plus resistance training (three days a week, three set per day, 8-12 repetitions per set for resistance training, plus approximately 12 miles per week of aerobic exercise).

The exercise sessions were supervised in order to accurately measure adherence among participants. Data from 119 people who completed the study and had complete body composition data were analyzed to determine the effectiveness of each exercise regimen.

The groups assigned to aerobic training and aerobic plus resistance training lost more weight than those who did just resistance training. The resistance training group actually gained weight due to an increase in lean body mass.

Aerobic exercise was also a more efficient method of exercise for losing body fat. The aerobic exercise group spent an average of 133 minutes a week training and lost weight, while the resistance training group spent approximately 180 minutes exercising a week without shedding pounds.

The combination exercise group, while requiring double the time commitment, provided a mixed result. The regimen helped participants lose weight and fat mass, but did not significantly reduce body mass nor fat mass over aerobic training alone. This group did notice the largest decrease in waist circumference, which may be attributed to the amount of time participants spent exercising.

Resting metabolic rate, which determines how many calories are burned while at rest, was not directly measured in this study. While theories suggest that resistance training can improve resting metabolic rates and therefore aid in weight loss, in this study, resistance training did not significantly decrease fat mass nor body weight irrespective of any change in resting metabolic rate that might have occurred.

"No one type of exercise will be best for every health benefit," Willis added. "However, it might be time to reconsider the conventional wisdom that resistance training alone can induce changes in body mass or fat mass due to an increase in metabolism, as our study found no change."

Duke researchers added that exercise recommendations are age-specific. For older adults experiencing muscle atrophy, studies have found resistance training to be beneficial. However, younger, healthy adults or those looking to lose weight would see better results doing aerobic training.

"Balancing time commitments against health benefits, our study suggests that aerobic exercise is the best option for reducing fat mass and body mass," said Cris A. Slentz, PhD, a Duke exercise physiologist and study co-author. "It's not that resistance training isn't good for you; it's just not very good at burning fat."

In addition to Willis and Slentz, Duke study authors include Lori A. Bateman, Lucy W. Piner, Connie W. Bales, and William E. Kraus. East Carolina University study authors include A. Tamlyn Shields and Joseph A. Houmard.

Crawford?s thesis runs like this: The ?pixie-dust? of communications competition has failed America?s Internet experience, and, consequently, America?s biggest cable companies have won the broadband wars.? Why?? Well, telecom companies like Verizon have simply given up.? They just won?t expand the only truly useful, speedy technology to the home ? FiOS / fiber ? because it?s expensive and risky, and they?d rather focus on wireless broadband instead because it?s more profitable.? But, lo and behold, wireless broadband isn?t really fast enough to be of any social good.

So, Americans are in a world of hurt, being held hostage to essentially one real broadband choice ? Big Cable ? which is increasingly culturally bereft and commercialized, unacceptably vertically integrated, and more expensive than it needs to be.? Moreover, and perhaps most importantly to the author, America?s largest providers of Internet access (like Comcast, Time Warner, AT&T and Verizon), remain largely out of the grasp of regulators, essentially free to lock consumers into profit-harvesting capture.

For the author, this portends disaster for America.? Affordable access by all to truly speedy broadband is akin to access to water and electricity.? Lacking this, Americans ? especially those who are disadvantaged ? will not only become less prosperous, they will become more unequal, too.

To rectify this crisis, America needs a new social contract for broadband communications.? So, not surprisingly, Crawford?s solutions rely on invasive government meddling and regulation of privately owned U.S. broadband markets to achieve this end.? Among other suggestions, she calls for more municipally owned or supported broadband operations; giving the FCC control over high-speed Internet access via telephone-like regulations; and separating system transmission lines from content.

As she sees it, if policymakers follow her prescriptions, privately owned Internet access companies will be no more than indentured servants to the public weal ? basic utilities ? and through this, we?ll not only save ourselves from becoming a technological banana republic, we?ll be free again.

Crawford harbors particular disdain for Comcast and Time Warner, holding out their government-approved growth as exemplary of the so-called crisis.? In Crawford?s estimation, the marriage of speedy broadband pipes and content, while certainly good for the companies? profit margins, represents a false economy. For the author, this un-checked growth ? allowing them to richly? ?harvest? profit for shareholders ? is especially symbolic of capitalism?s (and policymakers?) failure to shape the Internet in ways that benefit society.

Sadly, this 19th Century view of world has prevented Ms. Crawford from seeing the true deregulatory success story that?s emerged over the past 15 years.? Quite simply, Americans have a ton of excellent broadband choice.? And, satisfied, they?re making more use of it every day.

Since 1996 ? when government-sanctioned communications monopolies were essentially outlawed by Congress and deregulation began ? figures show that more than $1 trillion of private investment has flooded onto America?s broadband communications landscape.? As a result, in any given market, broadband access is universal.? In fact, 99% of Americans can access at least one flavor of facilities-based broadband ? be it cable, DSL, fiber, cable-fiber hybrids, satellite, broadband over powerline or wireless services.? Over 80% of America has at least two broadband choices, with these numbers growing daily.

Wireless broadband has been particularly explosive, with nearly 70% of the world?s LTE subscribers coming from America.? Overall, wireless? growth has been propelled by over $25 billion in wireless infrastructure investment last year alone ? a number bigger than similar investment in the 15 largest European Union economies combined.

This market-guided expansion has had profound, positive impact on the Internet ecosystem.? As U.S. broadband infrastructure has advanced and become faster, it?s helped forge whole new industries, too ? such as the smartphone, the tablet, the cloud, Facebook, YouTube, Pandora, etc. ? enabling an $8 trillion exchange of goods and services each year.

In reading ?Captive Audience,? it becomes clear that Crawford?s thinking suffers from the myopic belief that today?s communications marketplace is frozen like a sepia-toned snapshot, lodged in the depths of a long forgotten shoebox, hidden in the corner of an unfrequented closet.? That broadband winners now have won the jackpot for all of time. ??And, that pro-consumer change can only occur if foisted upon market leaders by ?progressive? regulation.

That notion is plainly false.

America?s broadband market is vibrant, resilient and dynamic.? It is far from unregulated, too.?
