(AP) ? Commuters streaming into New York City on Monday endured long waits and crowded trains, giving the recovering transit system a stress test a week after Superstorm Sandy ravaged the eastern third of the country, with New York and New Jersey bearing the brunt of the destruction.

Trains were so crowded Monday on the Long Island Rail Road that dozens of people missed their trains. With PATH trains between New Jersey and Manhattan still out, lines for the ferry in Jersey City quickly stretched to several hundred people by daybreak.

One commuter in line pleaded into his cellphone, "Can I please work from home? This is outrageous," but many more took the complicated commute as just another challenge after a difficult week.

"There's not much we can do. We'll get there whatever time we can, and our jobs have to understand. It's better late than absent," said Louis Holmes of Bayonne, as he waited to board a ferry in Jersey City to his job as a security guard at Manhattan's Sept. 11 memorial site.

The good news in New York City was that, unlike last week, service on key subway lines connecting Manhattan and Brooklyn under the East River had been restored. But officials warned that other water-logged tunnels still weren't ready for Monday's rush hour and that fewer-than-normal trains were running ? a recipe for a difficult commute.

On Long Island, Janice Gholson could not get off her train from Ronkonkoma and Wyandanch because of overcrowding, and ended up overshooting her stop.

"I've never taken the train before. There were people blocking the doorway so I got stuck on the train," she said.

Mayor Michael Bloomberg took the subway to work Monday. He was joined by many of the students returning to class in the nation's largest school system. About 90 percent of the 1,700 schools reopened for the first time since Sandy hit last Monday, the mayor said.

At Public School 2 in Chinatown, the playground was once again full of the sounds of children laughing and shouting as they played basketball before school started. Samantha Martin, a fifth-grader at P.S. 75 on the Upper West Side, made it to school from the Bronx with time to spare on the subway.

"It was packed but I'm happy. Home is boring!" Martin said.

The longer commute times were actually a lesser problem for many families who left homes and apartments that have been without power for almost a week. In Westchester County, Liliana Matos said dropping her boys off at Colonial School in Pelham gave her a chance to "call Con Ed and get on their backs" about the loss of power. For the last three days, they have been staying at a hotel because the house is too cold.

In Jersey City, investment advisor Barbara Colucci, was traveling from a house without power and the family's car was low on fuel because of persistent gasoline shortages.

"I can't wait until the PATH and light rail are up and running again, but first I'd like power in my house quite honestly," she said. "We're sleeping on air mattresses but we have heat so we can't complain but I'd like to get back to a bed ? it's been awhile ? and back to a regular commute."

Repair crews have been laboring around-the-clock in response to the worst natural disaster in the transit system's 108-year history, Metropolitan Transportation Authority Chairman Joseph Lhota said Sunday.

"We are in uncharted territory with bringing this system back because of the amount of damage and saltwater in our system," Lhota said. "It's an old system ... and it's just had a major accident."

World Trade Center steam fitter Scott Sire got to Manhattan on time, at 6:05 a.m. off a regular Academy bus that took him from home in Hazlet, N.J. in 40 minutes. He normally takes a PATH train, but it's not running.

"Every day gets a little bit better," said the 49-year-old worker. "But we had a setback last night; we lost power, again, after a transformer blew ? and the Cowboys lost, just after our lights went out!"

The MTA planned to take the unusual step of using flatbed trucks to deliver 20 subway cars to the hard-hit Far Rockaway section of Queens and set up a temporary shuttle line.

Though New York and New Jersey bore the brunt of Sandy's destruction, at its peak, the storm reached 1,000 miles across, killed more than 100 people in 10 states, knocked out power to 8.5 million homes and businesses and canceled nearly 20,000 flights. Damage has been estimated $50 billion, making Sandy the second most expensive storm in U.S. history, behind Hurricane Katrina.

The superstorm also created a fuel shortage that has forced New Jersey to enforce odd-even rationing for motorists. But there was no rationing in New York City, where the search for gas became a maddening scavenger hunt over the weekend.

Sire said he felt lucky to fill his car tank, but he added: "We're a gallon away from turning into a Third World country."

The coming week could bring other challenges ? namely an Election Day without power in polling places, and a nor'easter expected hit the area by Wednesday, with the potential for 55 mph gusts and more beach erosion, flooding and rain.

In New York, power has been restored to nearly 80 percent of its customers who were blacked out in the storm, but efforts to get everyone back on line could be hampered by more wet, windy weather. But crews were making some progress.

On the Upper West Side, 17-year-old Anna Riley-Shepard waited for her yellow school bus to take her to a private school in the Bronx. Her school has been without power for a week. It came back yesterday, they were told.

"You don't really realize how important a routine is until you're out of one," she said.

Sugar Bowl in New Orleans to host Big 12-SEC game

(AP) ? New Orleans will be the site of the new marquee bowl game between the Southeastern Conference and Big 12.

The conferences made the announcement Tuesday. The game will still be called the Sugar Bowl and will be played in the Superdome. The agreement between the leagues and the bowl is for 12 years.

The SEC has a long history with the Sugar Bowl. Seventy-one times an SEC team has played in the game, far more than any other league. The very first Sugar Bowl in 1935 matched Tulane, then of the SEC, against Temple.

"New Orleans and the Sugar Bowl are synonymous with post-season college football. For many years, fans have enjoyed the color and pageantry that New Orleans offers," SEC Commissioner Mike Slive said in a statement. "We look forward to competing against the Big 12 as a new championship tradition begins on New Year's Day."

Several sites were vying to host the game, including Cowboys Stadium in Arlington, Texas. Atlanta, Houston and San Antonio also submitted bids to host the game, but it came down to Arlington and New Orleans.

"From the moment this game was announced, there has been tremendous excitement associated with the collaboration between these two conferences. That excitement is reflected in the bids received to host this game. There were great cities, attractive destinations, and impressive venues to consider," Big 12 Commissioner Bob Bowlsby said. "Now Big 12 fans can look forward to a New Year's tradition and coming to New Orleans to support their team. We are thrilled about our long-term association with our SEC colleagues and to be in partnership with the Allstate Sugar Bowl."

The new college football playoff begins after the 2014 season and the first Sugar Bowl in the new format will be played Jan. 1, 2015. It will match the champions from the SEC and Big 12, unless those teams are selected to the national semifinals. In that case, two other highly rated teams from those conferences will be paired up.

"We're pleased to have been selected to host this great game," Sugar Bowl Chief Executive Officer Paul Hoolahan said. "This gives us the chance to extend the Sugar Bowl's long-standing relationship with the Southeastern Conference and to develop a new relationship with the Big 12 Conference."

The game will be part of the semifinal rotation for the new playoff system, along with the Rose Bowl and the Orange Bowl. At least three more sites need to be picked, with the Fiesta Bowl in Glendale, Ariz., and Arlington and Atlanta the leading candidates.

How often each site will host a semifinal has yet to be determined.

Pope Tawadros II, Egypt's New Coptic Leader, Opposes Religious ...

CAIRO -- Egypt's new Coptic pope said Monday the constitution now being drafted will not be acceptable if it is overtly religious, a sign he would campaign with his Christian minority and secular groups against increasing Islam's role in the new charter.

In an interview aired Monday, a day after he was selected patriarch of Egypt's Coptic Church, Pope Tawadros II said the uprising that toppled President Hosni Mubarak last year has opened the way for a larger Coptic public role.

He said as pope, he will encourage the Christian community to participate more in political and public life, as well as elections. He charged that the country's Christian minority has been "intentionally" marginalized for years.

"After tens of years of marginalization and fake democracy, this has made some Copts isolated," he said in the interview aired on the private TV station ONTV.

"This is changing bit by bit, and it will take time. It needs encouraging, and so long as society is fair, and democracy is built fairly, you will see participation."

Tawadros said Egypt's richness lies in its cultural mix between Muslims and Christians.

Tawadros appeared to addressing his wary community about the rising political power of Islamists. A series of violent attacks on churches and a crackdown on freedom of worship and expression have caused them to worry about their future.

The election of Egypt's Islamist President Mohammed Morsi heightened fears among the Copts that their rights might be curtailed. The fears have been further fueled by the process of writing a new constitution, which is dominated by Islamist groups seeking to increase the role of Islam in legislation.

Morsi's Muslim Brotherhood has said the constitution must be based on Islamic Shariah law, though that statement is open to different interpretations.

Tawadros said the country's new constitution, being drafted by a panel led by Islamists, will not be acceptable if it is too religious. He said religious laws have no place in the constitution.

"The constitution is for us all to live together, a common life, we need each other. This is the constitution that will bring us together," he said. "Any additions or hints that make the constitution religious will not be acceptable, not only to Copts but to many sectors in society."

Tawadros called on Morsi to reassure the Copts because of what he said were repeated messages through the media or in public that have constituted "threats" or "disrespect" to the community. He called them "unacceptable."

Tawadros didn't name specific incidents, but there have been increasing reports of crackdowns against Christian places of worship. Court cases were recently filed against Christians accused of insulting Islam, and villagers have reported they were denied access to their place of worship.

Egypt's Coptic Christians have long complained of discrimination by the state and the country's Muslim majority. Clashes with Muslims have occasionally broken out, sparked by church construction, land disputes or Muslim-Christian love affairs.

Tawadros succeeded Pope Shenouda III, a charismatic leader who died in March after four decades at the head of the Coptic Church.

The new pope takes office during a shift in Christian attitudes on their relation to the state. For years, Christians largely relied on the Church to secure some protection for their rights, using Shenouda's close relationship with Mubarak.

With Mubarak's ouster in a popular uprising last year and Shenouda's death, many have been emboldened to act beyond the Church's hold and participate more directly in the nation's politics to demand rights, better representation and freedom of worship.

Don?t forget politics

Note that the potential business developments listed above could be more in demand if nothing is done on climate change and we have more frequent, more severe storms as a result. Indeed, former Republican Florida Governor John E. ?Jeb? Bush announced over a year ago that he was forming a for-profit disaster response company. Author Naomi Klein, in her book ?The Shock Doctrine,? calls this type of mentality ?disaster capitalism.? A key question, therefore, will be whether there are financial and political incentives for Republicans and conservatives to embrace the idea of climate change and to join others in a kind of liberal Shock Doctrine to try to tackle it with government involvement. Financially, there may be opportunities in computer and other technology that predicts and measures the effects of climate change, as well as the danger that providing disaster relief products and services might be impossible if the effects of unchecked climate change are too great. Politically, the prospect of millions of voters, sick and tired of more frequent and more intense storms killing their loved ones and destroying their property, demanding solutions from their politicians may provide some of these incentives.

There may be some Republicans and conservatives who, for ideological or financial reasons (i.e., they?re in the pockets of the fossil fuel companies), will deny climate change even if they and their families find themselves knee-deep in its effects. For many others, however, the combination of compelling science and money-making opportunities may forge an unusual and large coalition of people who recognize that climate change has arrived, and that only focusing on after-the-fact solutions may be insufficient.

Iraq: Suicide Bomber Attacks Military Base North Of Baghdad, Killing Dozens

BAGHDAD (AP) ? A suicide bomber driving a car packed with explosives detonated the vehicle near an Iraqi military base as soldiers changed shifts north of Baghdad on Tuesday, killing at least 27 people and wounding more than 40, according to authorities.

The blast struck around midday as troops were leaving the base in Taji, 20 kilometers (12 miles), north of the capital, police said. Nineteen soldiers were among the dead, and several vehicles were damaged, they said.

The casualty toll was high because the attacker blew up the car while large numbers of soldiers were walking to and from a parking area for waiting minibuses that take them to and from work, officials said.

Insurgents frequently target members of the country's security forces in an effort to undermine confidence in the Shiite-led government. Although violence has ebbed in Iraq since the height of the insurgency, attacks still occur frequently.

Officials said many of the wounded were soldiers. They warned the death toll could rise further because several of the injuries were serious.

Hospital officials confirmed the casualties. All officials spoke on condition of anonymity because they were not authorized to talk to the media.

The attack was the deadliest in Iraq in more than a week. On Oct. 27, insurgents unleashed a string of bombings and other attacks around the country that left at least 40 people dead.

It was the second bombing in Taji in less than 24 hours. On Monday, police said a car bomb struck an army patrol not far from the site of Tuesday's blast, wounding eight people. Another bombing Monday near an outdoor market in a Shiite neighborhood on Baghdad's outskirts killed four.

In Iraq's north, the president of the country's self-rule Kurdish region urged Kurds in neighboring Syria to stay united and not let political differences devolve into violence.

The comments by Massoud Barzani, posted Monday evening on the regional government's website, point to growing concern in Iraq that infighting among Syrian Kurds could complicate that country's civil war and risk destabilizing Iraq's Kurdish region. Syria's Kurds have been solidifying control over territory where they live amid the tumult of the conflict.

Barzani over the summer brokered an agreement between rival Kurdish Democratic Union Party and the Kurdish National Council, the main Kurdish umbrella group, in Syria to jointly control Kurd-populated areas together.
