Erdogan moots restoring death penalty in Turkey

ISTANBUL (Reuters) - Prime Minister Tayyip Erdogan said Turkey should consider bringing back the death penalty, a decade after Ankara abolished capital punishment as part of reforms aimed at European Union membership.

Political commentators accused Erdogan of populism ahead of the 2014 presidential election in which he is widely expected to run.

His comments, in a speech on Sunday, follow an upsurge in Kurdish militant violence which has raised pressure on the government to act over a conflict that has killed more than 40,000 people since it began 28 years ago.

"In the face of deaths, murders, if necessary the death penalty should be brought back to the table (for discussion)," Erdogan told a crowd.

Turkey abolished the death penalty in peacetime in 2002 under reforms aimed at EU membership. It was abolished totally in 2004, two years after Erdogan's AK Party came to power.

Abolition of the death penalty is a pre-condition for EU entry. But Turkey's progress towards EU membership has ground to a virtual halt in recent years amid opposition from France and Germany and Erdogan has become increasingly dismissive of the bloc, focusing instead on Turkey's role as a regional power.

A spokesman for EU enlargement commissioner Stefan Fule said global abolition of the death penalty was one of the main objectives of the EU's human rights policy.

"Therefore, when the Commission monitors compliance by candidate and potential candidate countries with the political criteria, it looks at the legal provisions on the death penalty," the spokesman said.

Erdogan has made several references to the death penalty this month, first raising the issue at an AK Party meeting where he said opinion polls showed strong support for reinstating it.

"Probably the premier's staff, following the mood of the nation through frequent opinion polls, advised him that a pro-death penalty stance might help his presidential aspirations," columnist Yusuf Kanli wrote in the Hurriyet Daily News.

HUNGER STRIKE

When capital punishment was abolished, separatist militant Abdullah Ocalan was on death row after being sentenced in 1999 as leader of the Kurdistan Workers Party (PKK), designated a terrorist group by Turkey, the United States and European Union. European pressure on Ankara not to execute Ocalan played a major role in the reform.

Tensions are running high in Turkey over a hunger strike by hundreds of Kurdish militants demanding greater rights and improved prison conditions for Ocalan, who has not seen his lawyers for 15 months.

Five Kurdish members of parliament and the mayor of Diyarbakir, the largest city in the mainly Kurdish southeast, joined the hunger strike on Saturday. The Justice Ministry says 1,800 are involved in the protest, which began 62 days ago.

The hunger strikers are consuming sugared water and vitamins that will prolong by weeks a protest which Erdogan has condemned as "blackmail", dubbing its supporters "merchants of death".

His government has boosted Kurdish cultural and language rights since taking power a decade ago and is expected to submit to parliament a bill allowing Kurdish language testimony in court, one of the protesters' demands. But Kurdish politicians are seeking moves towards autonomy in southeast Turkey.

The last time a prisoner was executed in Turkey was in 1984. Prime Minister Adnan Menderes was executed along with two cabinet ministers in 1961, a year after an army takeover.

Erdogan pointed to the United States, Russia, China and Japan as countries where capital punishment is implemented, saying Turkey must review the situation. He suggested families of murder victims should have a say in the fate of killers.

"We do not consider the state has the authority to forgive the killer. This authority belongs to the family of the victim, it cannot belong to us," he said.

Please, help me out with this. Am desperately in need of a laptop that will especially help me to play top games such as FIFA 2013. A friend offers me one with the Specs as: HP Pavilion dv6 Notebook, Rating 5.9, Processor: AMD A6-3420M APU with Radeon(tm) HD Graphics 1.50GHz, Installed Memory (RAM): 6 GB, 64-bit Operating System, Windows 7 Home Premium. 1. Is this type of laptop good for such top games? 2. Is this worth GHc 1500? (I don't know the Naira equivalent of the Cedis since am in Ghana) 3. What other features do i need to check before buying this laptop? 4. What other relevant programs can I use this laptop for? (am not good at using computer, am mostly interested in games.) 5. Where can I have access to FIFA 2013 and any other top games?

yes intel HD graphics can play pes 2013. Am using pavillion g6 1356si intel core i3-2530mhz processor. With intel HD 4000 graphics 1.94gb. rating 4.9 its plays it well. And also play many top games unlike what people say thay Intel is not good for gamin, yes gforce and ATI, reamins best in gaming bur Intel HD is good, atleast above average.

dude for serious gamin jst look first for d grafix card(it should b nvidia or ati), intel hd is good though but not preferable, d second is d processor type & clock speed(core series, intel dual core processors with 2.xx clock speed should do), but i know any laptop manufactured btw 2011 & now got a pretty good processin speed, d 3rd is d ram should b 4rm 4gig upward & lastly d hdd. Jst try & checkout dis notebooks dell alienware, sony vaio s series, toshiba qosmio, acer timeline(lacks bluetooth though)

not reliable. had a bad experience. changed motherboard three times before the warranty ran out and it went bad again.

mind you, the board is not an AMD, just the processor. And no! do not avoid AMD.. wtf are you on about? that sh1t beats intel when it comes to gaming lol

@topic.. The specs you have pointed out are more than enough to play your game and enjoy it with great graphics.

rule of thumb: when it comes to gaming, you can never go wrong with AMD.

Added to that you have a Radeon gpu. what more can i say?

CPU = Very good
Ram = More than sufficient
GPU = pretty aite.

ALL you need now is an external fan voila, you can game all day cheesy

considering you're interested in Pro Evolution Soccer and FIFA mainly, i'd advice you don't go too high end, as those two games aren't really demanding. The intel HD graphics in the new ivy bridge processors will do the job just fine. However if you're interested in other more demanding games e.g Skyrim, Crysis, Battlefield or Halo, you might want to get a chip from nVidia or AMD. Its worthy of note though that the graphics processing ability of the new intel HD chips surpass those of the nVidia GeForce GT630M and its AMD equivalent.

don't even waste your time...go for a dell XPS (xps meaning extreme performance system)...build your own of their websites...i tell you its worth it...

I've got need for speed hot pursuit, i plan to get most wanted-the new one (just waiting for the price to come down a bit)

Buying a gaming rig in Nigeria is costly, if you ask me, but you could get a HP Pavilion dv6-6180us laptop for around 170K. This is my current laptop and the specs are superb! (6.9 rating on gaming, 7.5 on speed, 7.5 on RAM etc.).

First & foremost, the best platform in my opinion to play games on is on the console ( Sony Playstation PS3, Microsoft XBOX360, Nintendo Wii). These are dedicated hardware devices that are meant specifically to play games. However, they can do more than that. They can play DVD's, stream movies & music from the internet and generally are wireless multimedia devices. However, if you prefer gaming on a computer platform, your best bet is a desktop PC. It carries more power and graphics than a laptop will ever do. The sheer amount of processing power & memory on a desktop is more than enough to play most modern PC & console games. However, its not mobile and must be connected to an external source as it draws a lot of power. Now, we come to gaming on a mobile laptop. The first two things to look out for on a laptop when contemplating gaming is a dedicated grapics card or GPU (Graphics Processing Unit). The two major graphics chips manufacturresrs are Nvidia & AMD. AMD is the entity that resulted as a result of the merger between ATI & AMD. They have an added advantage of manufacturing both CPU's & GPU's. In my opinion though, Nvidia is the best in terms of power and efficiency in playing the latest PC games. Most modern laptops (2012) come with at least 1GB of dedicated graphics memory. 4GB RAM is also standard when looking for a system to play games on.

(Reuters) - Goldman Sachs Group Inc is due to name new partners on Wednesday, but the benefits of receiving the title are not what they used to be.

Goldman is the only major Wall Street bank to retain this relic from its private partnership days, when senior investment bankers owned the firm, contributing capital and taking home their share of profits.

Employees with the "partner" title still get a bigger portion of the bonus pool than other employees, and more say in Goldman's strategic direction.

But changes to the compensation structure have made the partner paycheck less lucrative, because more of their rewards are tied up in Goldman shares that have years-long restrictions on selling, sources familiar with the matter said. Other perks have been eliminated either because of new regulations or as part of a broader cost-cutting effort.

Those who make it will get a phone call either from Chief Executive Lloyd Blankfein or Chief Operating Officer Gary Cohn informing them of their achievement around 8:30 a.m. (1.30 p.m. British Time) on Wednesday morning from New York. Those who don't make it are told the previous day by their supervisors.

Until then, both the identity of partners and number of partners is a closely held secret.

As of November 2, Goldman had 407 partners, down from 440 in February, according to regulatory filings. The investment bank tries to keep its partner pool at around 1 percent of the overall workforce.

The bank is expected to announce a significantly lower number of partners than its prior announcement, when it named 110 new partners. Some bankers say it might be the lowest number of new partners added to the group since Goldman went public in 1999.

People inside and outside the bank watch the announcement closely, because becoming a Goldman partner is seen as prestigious. Potential partners must go through a months-long process known as "cross-ruffing," in which coworkers and partners analyze candidates in minute detail and scrub through their work and personal history to determine whether they deserve the position.

This is the first year that vice chairman Michael Sherwood, a high-profile London-based trader, is overseeing the process, a duty that previously belonged to Cohn. Those two executives, along with Edith Cooper, head of human resources, are the only ones who know exactly who will become a new partner before the announcement.

The decline in partners reflects the bank's overall decline in staffing. Goldman had 32,600 employees as of September 30, down 3,100, or nearly 9 percent, since the end of 2010.

Goldman is in the final stages of a cost-cutting program that will save the bank $1.9 billion (1.2 billion pounds) a year. But as the industry automates more trading, and new capital rules make the trading business more expensive, Goldman and its rivals are widely expected to have to cut more staff to ensure that the business earns its keep.

Many researchers had hoped the LHC would have confirmed this by now.

Supersymmetry, or SUSY, has gained popularity as a way to explain some of the inconsistencies in the traditional theory of subatomic physics known as the Standard Model.

The new observation, reported at the Hadron Collider Physics conference in Kyoto, is not consistent with many of the most likely models of SUSY.

Prof Chris Parke, who is the spokesperson for the UK Participation in the LHCb experiment, told BBC News: "Supersymmetry may not be dead but these latest results have certainly put it into hospital."

Supersymmetry theorises the existence of more massive versions of particles that have already been detected.

Their existence would help explain why galaxies appear to rotate faster than the Standard Model would suggest. Physicists have speculated that as well as the particles we know about, galaxies contain invisible, undetected dark matter made up of super particles. The galaxies therefore contain more mass than we can detect and so spin faster.

Researchers at the LHCb detector have dealt a serious blow to this idea. They have measured the decay between a particle known as a Bs Meson into two particles known as muons. It is the first time that this decay has been observed and the team has calculated that for every billion times that the Bs Meson decays it only decays in this way three times.

If superparticles were to exist the decay would happen far more often. This test is one of the "golden" tests for supersysymmetry and it is one that on the face of it this hugely popular theory among physicists has failed.

Prof Val Gibson, leader of the Cambridge LHCb team, said that the new result was "putting our supersymmetry theory colleagues in a spin".

The results are in fact completely in line with what one would expect from the Standard Model. There is already concern that the LHCb's sister detectors might have expected to have detected superparticles by now, yet none have been found so far.

If supersymmetry is not an explanation for dark matter, then theorists will have to find alternative ideas to explain those inconsistencies in the Standard Model. So far researchers who are racing to find evidence of so called "new physics" have run into a series of dead ends.

"If new physics exists, then it is hiding very well behind the Standard Model," commented Cambridge physicist Dr Marc-Olivier Bettler, a member of the analysis team.

The result does not rule out the possibility that super particles exist. But accrding to Prof Parkes, "they are running out of places to hide".

Party season is almost upon us. The work Christmas party is a great way for companies to reward their staff for a year of hard work, celebrate successes and generally relax, but at the same time, it can also be an HR minefield.

The combination of excessive alcohol consumption, a group of people who don?t usually socialise together, and the general festive atmosphere can leave employers with more than just a few empty cups and leftover Christmas crackers to clean up once the celebrations have ended.

If you want to avoid being left with any post-party legal or HR issues, it is a good idea to take a few upfront precautions when planning your work Christmas event this year. Just to stress, the same conduct applies as if you?re still in the office, this isn?t an excuse to relax your conduct and tell lewd jokes etc. It?s not like being at a party with mates, what happens at the office party doesn?t stay at the office party?. it absolutely will come back into the workplace.

Companies are also responsible for the safety of employees after they leave the office party. If someone left the party intoxicated, continued to go out drinking and got hit by a car on the way home, the company may be held liable as they didn?t ensure the individual got home safely.

Set boundaries for employees

It is not enough to have policies in place regarding sexual harassment and other inappropriate behaviour; they need to be effectively communicated to your staff before the event. If you are involving your employees in activities such as Kris Kringle, it may be worth reminding them what is and isn?t appropriate in terms of gifts to other staff members. Take care with themed events and fancy dress ? make sure they are not of a nature likely to cause offence to anyone.

A friendly reminder may be more effective than a heavy lecture, and can help reassure your staff members that you aren?t going to be policing their every move but that they are still expected to adhere to a basic code of conduct.

Be responsible with alcohol

If there is alcohol at the party, ensuring that there is also plenty of food and non-alcoholic drinks on offer can help to mitigate some of the effects. It may be useful to designate a few staff members ? preferably at a fairly senior level ? to remain sober and act as supervisors and to deal with any emergencies that might arise during the event.

Keep safety in mind

As an employer you can be considered liable for any injuries staff members receive at the office party. Make sure you arrange transportation home for employees who have been drinking, and that there are no obvious tripping or fire hazards at the venue itself.

Take care with decorations, particularly if they are flammable, and arrange furniture so there are clear walkways and no obstructions. After a few drinks most people become much more accident prone, so always err on the side of caution when it comes to safety.

With a bit of forethought and planning, hopefully your office Christmas party can go off without a hitch or any lingering HR issues! This is a great time of year to celebrate and let your staff members know how much you appreciate all their hard work over the last year and in the future. Happy partying!
