India: Six Held Over New Gang Rape On A Bus

Six men have been arrested over another gang rape of a woman who was travelling on a bus in northern India.

The victim had boarded the service to her village when she was abducted and driven on a motorbike to a house in Gurdaspur district, bordering the city of Amritsar, in Punjab province, on Friday night.

The driver and conductor were joined by another five men and they took it in turns to rape the woman throughout the night, before she was dropped off at her village the following morning.

The alleged attack comes just weeks after the gang rape and murder of a 23-year-old medical student on a bus in Delhi which has sparked nationwide protests about violence against women.

"Six men have been arrested on allegations of having raped a 29-year-old woman ... after forcibly taking her to an unknown location on the night of January 11," local police officer Raj Jeet Singh said, adding that a seventh suspect was being hunted.

"After raping the victim throughout the night, one of the accused dropped her near her in-laws' house the next morning where she narrated the whole incident to her sister-in-laws."

The extent of the victim's injuries are yet to be established, the police officer added.

On Monday, the five men accused of the December 16 Delhi attack appeared in court for the first time.

The victim, and her male companion who was beaten up by the assailants, were thrown off the moving bus.

The woman died in a Singapore hospital 13 days later.

The accused, who could face the death penalty if convicted, are charged with kidnap, robbery and conspiracy over the attack.

A sixth suspect, says he is 17. If that is confirmed, he is likely to be tried in a separate court for juveniles where the maximum sentence is three years in a reform facility.

Protesters across India have called for the police to be more vigilant and sensitive to the growing incidence of sexual assault against women, after details emerged of the Delhi attack.

Sky's India correspondent Alex Rossi said the latest attack was "strikingly similar" to the Delhi gang rape.

"The bus driver and the conductor it is alleged kidnapped her then took her to a location when they and five accomplices gang-raped her," he said.

"Eventually, after her ordeal, they dropped her off. She went to a police station, made a complaint. Six people have so far been arrested, The other person is still on the run, according to the police, and they are now investigating.

"The woman has been sent for a medical examination, and they have started the wheels of justice, if you like, in this case.

"The alleged culprits will appear in court on either Monday or Tuesday.

"It is strikingly similar to the case in Delhi. Another alleged sexual attack on another woman in India."

He added: "What will be interesting in this case is to see whether or not it provokes any kind of public reaction in terms of demonstrations or protests."

Egypt court grants Mubarak appeal, orders retrial

(AP) ? A court granted Hosni Mubarak's appeal of his life sentence in a Sunday hearing, ordering a retrial of the ousted Egyptian president on charges that he failed to prevent the killing of hundreds of protesters during the uprising that toppled his regime nearly two years ago.

The ruling read out by judge Ahmed Ali Abdel-Rahman during a brief hearing also granted the appeal of Mubarak's security chief Habib el-Adly, who is also serving a life sentence after his conviction on the same charges. He too will be retried.

No date has been set for the start of their retrial.

The ruling came one day after a prosecutor placed a new detention order on Mubarak over gifts worth millions of Egyptian pounds (hundreds of thousands of US dollars) he and other regime officials allegedly received from Egypt's top newspaper as a show of loyalty while he was in power.

The public funds prosecutor ordered Mubarak held for 15 days pending the completion of the investigation. Mubarak, 84, was moved to a Cairo military hospital last month after slipping inside a prison bathroom and injuring himself.

Mubarak's two sons, one-time heir apparent Gamal and businessman Alaa, are in prison while on trial for alleged insider trading and using their influence to buy state land at a fraction of its market price. The two were acquitted of corruption charges in the same case as Mubarak, but judge Abdel-Rahman on Sunday said the court has granted the prosecution's appeal against their not-guilty verdict.

We want to discover more about the regions and industries that might be underclaiming and understand if there is opportunity for us to process more new claims.
That said, we also believe innovation is central to our national capacity to cope with an ageing population, debt burden and rising NHS costs.

By talking to claimants and policy makers we are aware that there are many misconceptions about the scheme.
We wish to challenge readers of this post to argue with our assertions so that we can better understand the challenges in helping others use the scheme.

Consideration 1 ? awareness and take up across the UK remains low.

Between 2009-10 and 2010-11? 710 ?new? SME claims were made which is roughly 13 new claims per week.
Once a company begins claiming common sense suggests that they will continue to claim if they can.
Hence we should consider the numbers cumulatively. Growth appears to be slow. Is that the right conclusion to be drawn?

We estimate, based on our own investigations, that there are 150,000 businesses in the UK with 10 or more staff paying Corporation Tax.
If cumulatively only 10,070? have made either the SME or Large Scheme claims that?s a penetration rate of 6.7%.
This ignores the SMEs under 10 employees of which there estimated to be up to 9 million although many will not have R&D capability outside technically specialist businesses.
Are we correct in suggesting that 6.7% of UK businesses actively innovating around technical challenges understates our national inventiveness?
Is that figure a good reflection of the scheme meeting its primary purpose or not?
Perhaps misconceptions about the effort and time required to claim and the likely claim values are discouraging claimants?

Consideration 2 ? Large Companies are aware and claiming but innovative SMEs are not.
The awareness challenge is acute amongst high growth potential SMEs.

Large Companies can count only 30% of their R&D costs towards this tax relief whilst SMEs can claim up to 125%.
2450 Large Companies (more than 500 employees) claimed ?750m despite claiming at the 30% rate versus ?340m from 8170 SMEs.
However the evidence suggests that it?s smaller companies that fuel economic growth.
Those businesses that could benefit most are much less likely to claim than Large Companies who employ expert Tax Departments.

Consideration 3 ? lower awareness in the regions may explain why their SME claims are well below the UK average.
Taking the SME total claims at ?343m expressed by head of UK population at 63m produces an average value of ?5.40.
For Wales the figure is ?2.33, Scotland ?3.84 and Northern Ireland ?2.77 per head.

Innovative businesses with high growth potential in the regions are missing out on the most valuable tax break.
Perhaps regional small business advisory services assume that the scheme is for High Tech Corporations only and misunderstand the definition of R&D in the scheme.

Consideration 4 ? awareness is lowest amongst SMEs outside Manufacturing and Software Development.
Low awareness in sectors such as Agriculture, Mining and Transport is compounding the regional bias.

Public Administration and Defence are also well represented in the regions and are significant investors in R&D yet claims are low.

There may be a misconception that claims must come from High Tech sectors. In reality the scheme is designed to improve competitiveness across all areas.
When fresh thought is given to concept creation or the improvement of a product or service and the technical obstacles which must be overcome then a claim begins.
Perhaps High Tech attracts the media and the University grant funding but fresh ideas are being generated right across the UK and deserve their due recognition.

As stated, our commercial interest is in finding the markets where awareness of R&D Tax Relief is low so that we can present our credentials to new claimants.

Our conclusions are open to challenge but we feel that regional Chambers of Commerce, the Technology Strategy Board, Nesta, the BIS and Universities working with innovative startups have a lot to gain from exploring the R&D Tax Relief Scheme and Patent Box for those with Intellectual Property.

Whilst Large Companies understand and use the scheme to good effect we can offer a professional expertise to smaller businesses which might otherwise be unaware of their entitlement.

Businesses outside London and outside Manufacturing and Software are actively improving their products and services and overcoming technical challenges and deserve to be made aware that policy makers are keen to support them. (AP) ? Patients in hospital beds; star-struck teenagers in a TV show audience; pupils at a school for troubled girls; a 10-year-old autograph hunter.

All fell victim to the late British entertainer Jimmy Savile, police said, describing him Friday as a sexual predator who used his fame to find victims and deliberately targeted individuals who would not speak out against him.

A three-month police investigation yielded a staggering litany of sexual crimes: 214 offenses, including 34 rapes, over more than half a century, the majority of the victims under 18. Police say they expect the number of offenses to rise as more allegations are investigated.

A police report published Friday describes a "prolific, predatory sex offender" whose celebrity unlocked the doors of institutions across Britain, from hospitals where he served as a charity fundraiser to schools whose pupils eagerly watched his television programs ? and even to the prime minister's country house, where he dined with Margaret Thatcher.

"It could be said that he groomed a nation," said Cmdr. Peter Spindler, head of the Metropolitan Police specialist crimes unit. "He was hiding in plain sight, but none of us were able to do anything about it."

The catalog of abuse provides the fullest accounting yet of the allegations against Savile, a cigar-chomping, platinum-haired TV and radio personality who died in October 2011 at age 84. Savile's elaborate funeral reflected his status as a popular entertainer and tireless charity worker, but a documentary broadcast late last year pulled the mask away, claiming that he was a serial sex offender who traded on his celebrity to prey on vulnerable children.

The subsequent police investigation more than bore out those allegations. Detectives initially believed there were between 20 and 25 victims. So far, 450 have come forward with claims against Savile ? a scale of abuse police called "unprecedented in the U.K."

Child welfare experts say Savile's fame helped him achieve that grim distinction.

"Savile cunningly built his entire life around gaining access to vulnerable children," said Peter Watt of the National Society for the Prevention of Cruelty to Children.

Savile set himself up as a sinister Pied Piper; children came to him. He hosted the long-running BBC music show "Top of the Pops," which saw everyone from the Rolling Stones to the Sex Pistols perform before an audience of excited young people. Police say victims were assaulted in dressing rooms or groped during filming breaks. One victim was a teenager who said she was assaulted at the last-ever recording of the show in 2006, when Savile was nearly 80.

Savile also hosted "Jim'll Fix It," a BBC TV show on which he granted the wishes of young viewers who wrote in with cherished plans. Police said Savile would sometimes visit the letter-writers' schools, and some of the offenses took place there.

"He could do anything he wanted," said Detective Supt. David Gray, who led the police investigation. "He could turn up at a school and say 'Is anyone interested in meeting me?'"

He often visited a school for troubled girls, where pupils were allegedly offered cigarettes and trips in Savile's car in return for sex. The flamboyant star often drove a convertible Rolls-Royce.

"He only picked on the most vulnerable," Gray said. "He was clever enough to know the ones less likely to speak out against him."

Savile also was a fundraiser for hospitals, including Leeds General Infirmary in his northern England home town and the Stoke Mandeville spinal injuries center in southern England. Police said he committed 50 assaults at 14 medical establishments, including a cancer hospice and several psychiatric hospitals. Among his victims were ill youngsters confined to bed.

Savile's charitable work raised his profile and credibility. Recently released records show he lobbied Thatcher for government donations and tax breaks for charities.

"I find it quite scary that people who had the power to stop him didn't use that power ... and he went on to do the most horrific things to people in the most awful circumstances," said Caroline Moore, who says Savile abused her as she recovered from a spinal operation at Stoke Mandeville in 1971.

Some Savile victims did speak out. Several women went to police to report Saville in 2003, 2007 and 2008, and senior prosecutor Alison Levitt said Friday that the entertainer could have been brought to justice while he was alive, if officials had pursued the allegations more vigorously.

The BBC ? which has been strongly criticized for dropping an investigation into Savile's crimes shortly after this death ? and several health bodies are holding their own inquiries into how Savile was able to get away with decades of abuse.

Peter Saunders of the National Association for People Abused in Childhood said authorities must be more prepared to listen to children who say they have been abused.

"I want us to forget Jimmy Savile. He is not worthy of memory," Saunders said. "But I want us to remember his many victims."
