Obama's Jan. 21 inauguration date 7th in history

WASHINGTON (AP) ? President Barack Obama is adding an asterisk to his name in the history books.

His inauguration will be only the seventh time that the constitutionally mandated date for a president's swearing-in ? Jan. 20 ? has fallen on a Sunday. So, following tradition, the inauguration will be on Monday, Jan. 21.

The adjustment puts Obama in league with President Ronald Reagan, whose second inauguration in 1985 also was changed from Sunday to Monday.

When the Constitution required a March 4 swearing-in, the first president to move his inauguration to Monday was James Monroe on March 5, 1821. After the 20th Amendment changed the inauguration to Jan. 20, Dwight Eisenhower and Reagan held private swearings-in on Sundays that fell on Jan. 20 and then held public ceremonies the following day.

A rather thin and long new snake crawls out of one of Earth's biodiversity hotspots

ScienceDaily (Nov. 27, 2012) ? Field and laboratory work by a group of zoologists led by Omar Torres-Carvajal from Museo de Zoolog?a QCAZ, Pontificia Universidad Cat?lica del Ecuador, has resulted in the discovery of a new species of blunt-headed vine snake from the Chocoan forests in northwestern Ecuador. This region is part of the 274,597 km2 Tumbes-Choc?-Magdalena hotspot that lies west of the Andes.

The study was published in the open access journal ZooKeys.

Blunt-headed vine snakes live in an area comprising Mexico and Argentina, and are different from all other New World snakes in having a very thin body, disproportionately slender neck, big eyes, and a blunt head. They live in trees and hunt frogs and lizards at night. The new species described by Torres-Carvajal and his collaborators was named Imantodes chocoensis and increases the number of species in this group of snakes to seven.

Snakes collected as far back as 1994 and deposited in several Ecuadorian and American natural history museums were also examined. The authors were soon surprised with an interesting discovery. Some individuals from the Ecuadorian Choc? lacked a big scale on their face that is present in all other blunt-headed vine snakes from the New World. Other features, as well as DNA evidence, indicate that these Chocoan snakes actually belong to a new species. DNA data also suggest that its closest relative is a species that inhabits the Amazon on the other side of the Andes.

'One possible explanation for the disjunct distribution between the new species and its closest relative is that the uplift of the Andes fragmented an ancestral population into two, each of which evolved into a different species, one in the Choc? region and the other in the Amazon' said Dr Torres-Carvajal.

A Letter from Dracut School Committeeman Matt Sheehan ...

I support Greater Lowell Tech.

Twelve years ago I had the privilege of attending the Greater Lowell Technical High School. During my four years there, I studied culinary arts under the direction of great teachers including Paul Morin, Arnold Price, Sandra Day, and the late Peter Coffin. The education that I received at Greater Lowell prepared me well for the transition to college where I earned my Associates Degree in Science.

The need for well-trained service and technical professionals is ever expanding. From traditional vocational service fields such as culinary arts, plumbing, and carpentry, to technical arts trades such as machine engineering, electronics, and office technology, to human service fields such as early childhood education, medical assisting, and hotel management Greater Lowell Technical High School provides education and training for these fields that are always desirable.

Over the years, Dracut has benefited from the training that Greater Lowell provides our children. For example:

? Electrical- Rewiring and installation of air conditioning units at the senior center

? Auto Tech-Painting of several police cruisers as well as a fire truck

? Carpentry- Students built a screen house and two storage sheds for the Dracut Housing Authority

? Painting- Painted town Hall

?Greater Lowell has given back $385,707.00 over the past ten years towards Transportation costs.

Greater Lowell?s facility is in need of improvements to support the efficient operation of the physical plant and to maintain the educational programming provided by the school. I am writing this letter to support the renovation project at Greater Lowell Tech. I write this letter of support as a proud alumnus, a Dracut Taxpayer, and an honored elected official.

The Dracut Public Schools has an outstanding and wide-ranging educational program.. There are, however, certain programming it cannot offer such as those listed above and others. The regionalization of vocational programming is an efficient way of supporting students who wish to pursue areas of study outside of the existing offerings of our community high schools. This is just one of many reasons that I support the renovation project for Greater Lowell Tech. When it comes to the education of our young adults of Dracut, we need to work together to provide the best learning environment we can.

The total price for this project is $65,310,211.00. The MSBA reimbursement rate is 76.84% or $50,088,316.00, leaving a balance of $15,030,825.00 of which Dracut?s cost is $3,124,909.00. Projects like these are proof of what our tax dollars can do in the state. The community?s financial obligation to its students who attend Greater Lowell is most efficiently met through support for the renovation project.

I ask that on December 11, 2012 the voter?s of Dracut carefully consider the numerous advantages to our students and support the renovation project for Greater Lowell Tech.

Thank You,

Matthew J Sheehan

BlackBerry Patagonia 9620 leaks, says hola Nextel

BlackBerry Patagonia 9620 specs leak, says hola Nextel in December

BlackBerry 10 may be just around the bend, but it seems that's not going to stop RIM from launching a new handset. A leaked document posted by Crackberry has revealed the specs of the QWERTY-toting BlackBerry Patagonia 9620 -- there's BB OS 7.1 running the show with a 1.2GHz Qualcomm MSM8655 processor under the hood, mated with 768MB RAM. Par for the course, the display is a 2.44-inch, 480 x 360 affair, and you can also find 2GB of storage augmentable via microSD, a 5-megapixel rear snapper, GPS, WiFi and PTT support along for the ride -- if the source is to be believed. Info on pricing and the exact release date of the apparently budget smartphone is MIA as yet, but Nextel Mexico has it pegged for a December outing. You can sign up for a release notification if you're covered and can't curb your buying itch before BB10's entry-level offerings land.

Your Outdoor Gift Guide

Your Outdoor Gift Guide

Sometimes buying sport-specific gifts can be a little intimidating if?you don?t share the same passion for the activity. There?s so many?variables; maybe they already have it, maybe they don?t need it or?maybe they don?t want it.

While there are some items you shouldn?t pick out on your own ? bikes and backpacks often need to be sized and people can be very particular about their skis and flyrods ? there are some universal gifts you can surprise your outdoor enthusiast with this year.

Kelsey Dayton

We?ve asked experts from Wyoming?s outdoor?retailers for suggestions on accessories and clothing to go with your?loved one?s favorite sport.?After perusing the guide, if you still feel a little skeptical buying a device you don?t totally understand, almost every expert enthusiastically endorsed socks. And no, not a bulk pack of white cotton tube socks. Think nice sport-specific socks that can cost $15 and up for a pair; the kind that will cushion your feet for miles on the trail or in your ski boots and are as stylish as functional.

Still feeling a little uncertain after reading this gift guide? A?major perk of shopping locally is having a chance to ask the experts?(often your friends and neighbors) for additional advice.

The store: Wild Iris http://www.wildirisclimbing.com/
The town: Lander
The sport: Climbing
The expert: Emily Tilden, hardgoods buyer and assistant manager
Clothing: The Patagonia R1 Hoody is the perfect insulated base layer.?It comes with a helmet compatible hood and runs extra-long to easily?tuck under a harness. In men?s and womens. $149.
Gear: Quick draws; a piece of climbing equipment that secures the rope to the bolt when sport climbing and creates a system to protect the climber if he or she takes a fall. Some people are meticulous about their climbing?racks (the gear they use while climbing), but if you stick with?climbing its almost inevitable that you?ll have some mismatched?quickdraws, Tilden said. That means gift seekers don?t have to know?the specifics of a person?s climbing equipment to add a few?quickdraws. $12 to $23.

The store: Bicycle Station http://bicyclestation.com
The town: Cheyenne
The sport: Biking (all varieties)
The expert: Patrick Collins, owner
Clothing: University of Wyoming Jersey ? support UW even while out riding. $79.
Gear: Purist water bottle. The water bottle looks and feels like a?normal water bottle and fits easily into bike cages. However, the inside of?the bottles are lined with glass that allows dishwasher washing and?avoids the old plastic taste. $12.

The store: Cross Country Connection http://www.crosscountryconnection.com/
The town: Laramie
The sport: Cross country skiing- Nordic and skate skiing
The expert: Ken Cramer, store owner
Clothing: The secret to Swix and Pearl Izumi?s tights? They are wind?proof, not just wind resistant; a must for Wyoming winters. ?They are?so worth it,? Cramer said. Even if your skier already has a pair of?tights, additional pairs won?t go unused, Cramer said. They also are?great for cold weather running, biking and camping. Oh and yes, when?it comes to winter recreating, men do wear tights. $100.
Gear: Tuning supplies. Avid skiers will already have supplies, but?they?ll always need more of the staples, Cramer said. Even?specialized waxes might not be used immediately, but if the person?gets out regularly, it will eventually be needed, he said. $10 to $20.

The store: Ugly Bug Fly Shop
The town: Casper
The sport: Fly fishing
The expert: Bob Fischer, manager
Clothing: ?If you are dressed correctly, you can fish year round?here,? Fischer said. He recommends the Bulkley jacket from Simms?fishing. The Gortex keeps you dry and it?s well insulated to keep you?warm. $279.
Gear: Fly boxes. Most fishermen will agree you can never have too many?flies and that means additional fly boxes. Fly boxes also make great?stocking stuffers. $6.95 to $49.95.

The store: The Sports Lure, http://www.sportslure.com/
The town: Buffalo
The sport: Camping
The expert: Luke Todd, manager
Clothing: ?What?s new is old,? when it comes to camping clothing, Todd?said. Merino wool is overtaking synthetics for clothing choice. It?s?warmer and doesn?t get the funky smell synthetics adopt when wicking?away moisture. Smart Wool and Minus 33 make base layer bottoms guaranteed to get regular use, Todd said. $55.
Gear: The Jetboil stove has been on the market for several years, but?has become the stove on every camper?s wish list, Todd said. The heat?exchanger allows for campers to boil a pint of water in 90 seconds. A?variety of sizes and features allow for luxury car camping and extra amenities. Starts at $100.

The store: Sunlight Sports, http://www.sunlightsports.com/
The town: Cody
The sport: Hiking and backpacking
The expert: Melissa Allen, owner
Clothing: Long underwear. Before you groan, understand long underwear has come a long ways in recent years. Material is softer making it comfortable under clothes or even for loungewear around the house, and instead of solid neutral colors it comes in bold hues and beautiful prints, Allen said. Essential for warmth in the mountains at night, it also allows for late- and early-season hiking and even for getting around town. In Cody it?s not uncommon for people to wear it underneath their clothing to work in the winter, Allen said. Some pieces are so stylish staff at the store wear the base layers as regular shirts. ?You don?t have to hide it,? Allen said. High school kids seem to love Under Armor, while adults are usually drawn to Patagonia. Pieces start at $50 and go up to $100.
Gear: Jetboil stove. Sound familiar? Yes, it is the same gift-to-give and get recommended by the Sports Lure. A backpacking titanium version is ultralight and still makes backcountry cooking easy, Allen said. $160. Looking for something a little different (or less expensive)? Get cooking and eating utensils. Always used and often lost, they start at 75 cents.

Passenger Alejandro Hurtado Arrested For Dynamite Joke At Miami Airport

MIAMI -- A concourse at Miami International Airport was partially evacuated after a man allegedly joked that he had dynamite in his luggage.

Miami-Dade police say 63-year-old Alejandro Hurtado, of Guatemala, made the remark Monday when a TACA Airlines ticket agent asked if he was carrying any hazardous materials.

Police say that when the agent told him he was calling police, Hurtado said he was only joking.

Bomb squad officers responded and searched Hurtado's bag but found no explosives. Concourse J was partially evacuated. Hurtado was taken into custody and charged with falsely reporting a bomb at an airport.

Airport officials say the investigation delayed one outgoing Avianca Airlines flight by an hour. Some arriving international arrivals were also delayed because of the evacuation.

Indian board rejects AstraZeneca's patent plea on cancer drug

(Reuters) - India's patents appeal board has dismissed British drugmaker AstraZeneca's petition challenging an earlier ruling that refused patent protection for a cancer-fighting drug, in the latest blow for Big Pharma in the country.

The Indian patents office in 2007 refused patent protection to AstraZeneca's quinazoline molecule, citing lack of invention. The Intellectual Property Appellate Board (IPAB) on Monday upheld the refusal.

The decision is also a setback for struggling AstraZeneca, which is battling to turn itself around as key drugs lose patent protection.

Global drug companies suffered a high-profile reversal in March when India granted the first ever compulsory license to domestic drugmaker Natco Pharma to sell cheap copies of Bayer's cancer drug Nexavar. Bayer has appealed the order.

And early this month IPAB revoked a six-year-old Indian patent granted to Roche's hepatitis C drug Pegasys, citing lack of evidence that the drug was any better than existing treatments.

Multinational drug manufacturers regard India's $13 billion drug market as a huge opportunity, but are wary of what they see as lax protection for intellectual property in a country where generic medicines account for more than 90 percent of sales.

Indian generic companies, which do not need to plough money into future research, can produce drugs at a fraction of the cost of originator firms like Roche or Bayer.

Natco and another domestic drugmaker, G. M. Pharma, had opposed the initial patent application for AstraZeneca quinazoline derivative. The London-listed company filed a review petition, which India's patent office dismissed in 2011.

A challenge to a review petition does not come under the purview of the IPAB, and even on merit the petition has failed, S. Majumdar & Co, the counsel for Natco Pharma, said in a statement.

AstraZeneca could not immediately be reached for a comment by Reuters. The company has the option to take its case to India's Supreme Court.

ANALYSIS: It may not be over for Israel?s Barak

Roni Schutzer / AFP - Getty Images

Israel's Defense Minister Ehud Barak on Monday announces that he is quitting political life after a decades-long career that also saw him serve as prime minister.

By Martin Fletcher, NBC News

News analysis

TEL AVIV, Israel ? Internet forums in Israel sprang to life when Ehud Barak made his surprise announcement that he would retire from politics in eight weeks. The overwhelming sentiment on Ynet and other newspaper forums ? good riddance.?

But the key question is, does he mean it? Consider his background.

Israel?s most decorated soldier, universally recognized as a brilliant special forces officer, in the army for 36 years.?When he went into politics he became foreign minister within two years, then prime minister and now defense minister.

And he?s 70 ? not at all old in Israeli politics.

Now think of the reasons he gave in his press conference to end his spectacular career in Israel?s military and political power centers: to spend more time with his family. "I want to study, write, live and have a good time," he said.

What Gaza fighting taught Israel about possible war with Iran

Barak has already earned considerable wealth through lectures and business consulting, and has a reputation among Israelis for enjoying the high life. So much so that to counteract that reputation, which he feared would hurt him in the polls, he sold his apartment in the plush Akirov Towers in Tel Aviv and bought an apartment in a more modest new building.

But that was in March when retiring from politics must have been the last thing on his mind.

Kobi Gideon / GPO via Getty Images

Israeli Prime Minister Benjamin Netanyahu (L) and Ehud Barak visit Israel's northern Israeli border with Syria on November 14 in an image provided by the Israeli Government Press Office (GPO).

At the time he wrote on his?Facebook?page?that his older home??gives a sense of alienation and detachment from the public and so we decided to move to a smaller and less expensive apartment.?

So the idea that Barak would decide to devote the rest of his life to having ?a good time,? just when Israel faces one of its most momentous decisions ever -- whether or not to attack Iran?s nuclear facilities -- and as Israel faces numerous military challenges, from Gaza to Hezbollah, to Iran and Syria, rings false to some analysts.

The real reason for the dramatic announcement, one political source said Monday, is that the party Barak founded in January this year, "Independence," is set to get trounced in the elections scheduled for Jan. 22. Barak would rather leave while on top, leaving the door open to a future return to politics.

Bernat Armangue / AP

Israel's military said it had accomplished its objectives while Hamas claimed victory after the two sides exchanged deadly airstrikes and rocket attacks for over a week.

Barak came out of last week?s mini-war with Hamas in Gaza looking good. He was seen as the restraining hand, the responsible adult, in Israel?s leadership trio of Prime Minister Benjamin Netanyahu, Foreign Minister Avigdor Lieberman and himself as defense minister. Israel set modest goals and achieved them with minimal loss of life at home.

After 8 days of Gaza violence, Israel declares mission accomplished, Hamas claims victory

So why retire now? The answer is that the announcement came as a surprise and it is too early to know.

One thing is for sure -- few here think he means it.
