Surpassing limits lowers performance. The more frequently you exceed limits the sooner you fail. The further from boundaries the more devastating the failure ? think of holding the gas pedal to the floor and over-revving an engine until it fails.

Leaders make others uncomfortable so others can exceed self-imposed limitation.

The context of making others uncomfortable is encouragement ? believing in them. In other words, successful leaders prod and poke with one hand while comforting and encouraging with the other.

Combine new challenges with support. Remember however, don?t support too much; less is more. The less support you give the stronger they become. You?re developing leaders not needy co-dependents.

Warning, less support means more frustration. Frustration is good until it becomes distracting. Support isn?t removing discomfort; it?s enabling through it.

Experts: 'Times Atlas' exaggerates ice loss

The Times Atlas of the World exaggerated the rate of Greenland's ice loss in its thirteenth edition last week, scientists said on Monday.

The atlas, published by HarperCollins, showed that Greenland lost 15 percent of its ice cover over the past 12 years, based on information from the National Snow and Ice Data Center in Colorado in the United States.

The Greenland ice sheet is the second biggest in the world and significant shrinking could lead to a global rise in sea levels.

"While global warming has played a role in this reduction, it is also as a result of the much more accurate data and in-depth research that is now available," HarperCollins said on its website on Monday.

However, a number of scientists disputed the claim.

"We believe that the figure of a 15 percent decrease in permanent ice cover since the publication of the previous atlas 12 years (ago) is both incorrect and misleading," said Poul Christoffersen, glaciologist at the Scott Polar Research Institute (SPRI) at the University of Cambridge.

"We concluded that a sizable portion of the area mapped as ice-free in the Atlas is clearly still ice-covered."

Other scientists agreed.

"These new maps are ridiculously off base, way exaggerated relative to the reality of rapid change in Greenland," said Jeffrey S. Kargel, senior research scientist at the University of Arizona.

The Times Atlas suggested the Greenland ice sheet has lost 300,000 square kilometres in the past 12 years, at a rate of 1.5 percent per year.

However, measurements suggest this rate is at least 10 times faster than in reality, added J. Graham Cogley, Professor of Geography at Trent University, Ontario, Canada.

"It could easily be 20 times too fast and might well be 50 times too fast," he added.

Last year, a U.N. committee of climate scientists came under fire for bungling a forecast of when Himalayan glaciers would thaw.

The panel's 2007 report, the main guide for governments in fighting climate change, included an incorrect projection that all Himalayan glaciers could vanish by 2035, hundreds of years earlier than scientists' projections.

NWS: Many in Joplin ignored 1st tornado warnings (AP)

KANSAS CITY, Mo. ? Many Joplin residents either ignored or were slow to react to the first warning sirens about a massive and deadly tornado this spring, partially because of years of false alarms, the government said Tuesday.

In assessing the communications and warning systems used before and during the storm that killed 162 people, the National Oceanic and Atmospheric Administration said many people waited for additional information like seeing the tornado or a television or radio report about the urgency of the threat.

"The majority of surveyed Joplin residents did not immediately go to shelter upon hearing the initial warning," the report said, adding that those people "did not take protective action until processing additional credible confirmation of the threat and its magnitude from a non-routine, extraordinary risk trigger."

A "vast majority" of Joplin residents didn't respond to the first siren because of an apparent widespread disregard for tornado sirens, according to the report.

Richard Wagenmaker, a National Weather Service meteorologist in Detroit and leader of the assessment team, said it was unclear if the slow public response cost lives.

"It's really hard to tell how many people that perished in the tornado did not take shelter," Wagenmaker said during a conference call. "It was a very large tornado, so there were certainly a number of people who did all the right things, took shelter in the best available place, but still found themselves in situations that weren't survivable. So it's really hard to make that assessment."

The report also said the National Weather Service was overall well-prepared and "performed in an exemplary manner" and that the combined efforts from the weather service, emergency management and the public "saved many lives."

But there were also lessons to be learned, including beefing up the wording in tornado warnings, the report said. After the intensity of the storm was clear, the resulting warnings weren't worded strongly enough "to accurately portray that immediate action was necessary to save lives."

Instead, the tornado warnings issued were the "basic template," Wagenmaker said.

"Once there became an awareness that something big was going on, we wanted the severe weather statements and warnings to project a heightened sense of urgency," he said. The warnings should have said "something along the lines of `This is a very large and dangerous tornado and don't mess around,' basically."

The report said the weather service was considering developing other forms of notifications including GPS-based communications involving text messages, smart phone apps and upgrades to the Emergency Alert System and NOAA Weather Radio.

NOAA also said the agency wanted more collaboration between what it calls the "weather enterprise," which includes the weather service, media and emergency management, in order to make warning systems consistently better at conveying the seriousness of a threat.

Keith Stammer, Jasper County emergency manager, said Joplin is a "weather-ready community" and supported the NOAA assessment.

"We have for years ... promoted weather radios and shelter in place," he said.

He said the city has applied for federal funding 10,000 weather radios for Joplin households and for 4,000 in-place shelters for Joplin residents. The NWS assessment should illustrate the need for those resources, Stammer said.

The NWS team interviewed about 100 people, including residents, emergency responders and city officials, and also examined warning and forecast services before the powerful tornado cut through the southwest Missouri city of about 50,000 residents and reduced much of Joplin's southern half to ruins.

Several people interviewed said they would like to see different siren tones for varying levels of emergencies, the report said.

Lynn Maximuk, director of the National Weather Service's central region, pointed out that the siren systems are not run by the weather service but by emergency management departments.

"We're trying to improve our services from the weather service and how we communicate the threat information to better serve the other parts of the weather enterprise, whether they be the media or emergency management or the private meteorological community to try to help them develop a better way to make our nation weather-ready," Maximuk said.

Cleanup, recovery and rebuilding continue in Joplin. Four schools were destroyed and six other district buildings were damaged. Entire neighborhoods were leveled, as was much of the city's main commercial district.

Glenn Coltharp, dean of education at Missouri Southern State University in Joplin, said tornado sirens can't be heard at his home in a rural area about 20 miles north of Joplin. He said he monitored the tornado on his weather radio and on television.

He said many residents he spoke to after the storm told him they heard the sirens and took cover.

"I think most people did hear it, and they took it seriously," he said. "That would be my assessment."

Navy officer, partner to wed in Vt. as ban ends (AP)

DUXBURY, Vt. ? When Navy Lt. Gary Ross and his partner were searching for a place to get married, they settled on a site in Vermont, in part because the state is in the Eastern time zone.

That way, the two men could recite their vows at the first possible moment after the formal repeal of the military's "don't ask, don't tell" policy. The partners of 11 years plan to get married at the stroke of midnight, just as the ban ends.

"We feel that it's important that as soon as we're allowed to commit to each other that we do," Ross said Monday. "It's important not to hide anymore."

Hours before the change was to take effect early Tuesday, the American military was also making final preparations for the historic policy shift. The Pentagon announced that it was already accepting applications from openly gay candidates, although officials said they would wait a day before reviewing them.

Ross, 33, and Dan Swezy, a 49-year-old civilian, traveled from their home in Tucson, Ariz., so they could get married in Vermont, the first state to allow gays to enter into civil unions and one of six that have legalized same-sex marriage.

Ross planned to wear his dress whites for the ceremony beginning at 11:45 p.m. Monday at Duxbury's Moose Meadow Lodge, a log cabin bed-and-breakfast perched on a hillside about 15 miles northwest of Montpelier.

The lodge says it hosted the state's first gay wedding in 2009.

Justice of the Peace Greg Trulson was to proclaim the marriage at exactly midnight.

"This is Gary's official coming out," Trulson said.

Pentagon press secretary George Little said Monday that the military is prepared for the end of "don't ask, don't tell," a practice adopted in 1993 that allowed gays to serve as long as they did not openly acknowledge their sexual orientation. Commanders were not allowed to ask.

Last week, the Pentagon said 97 percent of the military has undergone training in the new law.

In preparation for Tuesday's repeal, all branches of the military have spent several months updating regulations. Lifting the ban also brings a halt to all pending investigations, discharges and other proceedings that were begun under the old law.

President Barack Obama signed the law last December and in July certified that lifting the ban will not diminish the military's ability to fight. Some in Congress remain opposed to repeal, arguing that it may undermine order and discipline.

Existing standards of personal conduct, such as those pertaining to public displays of affection, will continue regardless of sexual orientation.

There will be no immediate changes to eligibility for military benefits. All service members are already entitled to certain benefits, such as designating a partner as a life insurance beneficiary or as a caregiver in the Wounded Warrior program. But Swezy won't receive military health insurance or access to a support group when Ross is at sea.

Gay marriage is an even thornier issue. A Navy proposal to train chaplains to conduct same-sex civil unions in states where they are legal was shelved earlier this year after more than five dozen lawmakers objected. The Pentagon is reviewing the issue.

Ross, a 2002 graduate of the Naval Academy, is a surface warfare officer at the Army's Fort Huachuca. He expects to return to sea next spring.

He met Swezy in early 2000 while Ross was still an academy student. At the time, he didn't think through the personal implications of the military's ban on gay and lesbian service members serving openly. But as his relationship with Swezy grew, it became important.

Their Tucson home is about a two-hour commute from Fort Huachuca, which is near the Mexican border. Under "don't ask, don't tell," Ross could not talk about his relationship with Swezy, but he said some of his co-workers must have known.

"Anyone with any moderate perception could have figured it out," he said.

When he goes back to work Thursday, Ross isn't planning to advertise that he's married to a man.

"Even though the law goes away, it will still be the white elephant in the room until everyone comes to terms with it," he said.

Ross said the end of "don't ask, don't tell" will simplify many aspects of his life.

"It requires you to lie several times a day," Ross said of the old system. "Being in the military is extremely invasive. It becomes a web of excuses you make when you try to be as honest as possible but you can't be honest."

He hopes being able to talk about his relationship will make his work easier, too.

"If you're standing watch at midnight on a surface ship there's not much to talk about," he said. "It becomes very difficult to trust someone you can't be honest with."
