The cold front that brought a snow storm event to the Rockies Tuesday will continue to surge southeast and merge with another front over the Central U.S. Wednesday morning. As this occurs, expect an expansive area of rain with isolated thunderstorms from the Upper Midwest and Great Lakes southwestward through the Mississippi Valley and Central Plains. In addition, moderate to heavy snow will continue over the Central and Southern Rockies, moving onto the High Plains Wednesday morning. Snow accumulations will range from 1 to 3 inches with locally higher amounts. Winds are expected 25 to 40 mph range, with gusts to 50 mph, which are likely to cause areas of blowing snow, reduce visibility and create hazardous driving conditions. Temperatures will be turning much colder with windchill readings possible dropping to 20s and teens. This snow storm should end by mid-afternoon as the front pushes into the Southern Plains.

In the East, a strong ridge of high pressure will hold in place, providing fair weather conditions.

Out West, a cold front will approach the coast Wednesday evening, bringing coastal rain and high elevation snow across the Pacific Northwest Wednesday night. This system is expected to push into Northern California and northern Intermountain West by Thursday morning. Apart from the precipitation, this front will bring the first cold surge of the season across the West Coast from Thursday to Saturday. Temperatures are expected to run 10 to 15 degrees below normal. Temperatures in the Lower 48 states Tuesday have ranged from a morning low of 15 degrees at Rome, Ore. to a high of 89 degrees at Fort Stockton, Texas

Israel shuts radical seminary in West Bank (AP)

JERUSALEM ? Israel's education ministry has shut down a religious high school in an ultranationalist settlement in the West Bank and has cut off funding to an adult seminary there, saying students and staff have been involved in violence against Palestinians and the Israeli military.

Education Ministry director Shimon Shoshani told Israel Radio on Wednesday that what happened at the seminaries in Yitzhar was "inconsistent with Jewish, democratic and educational values."

Israeli media cited Yitzhar officials as saying studies will continue at both the high school and the adult seminary.

Rabbis associated with the seminaries had written a controversial book, denounced by more moderate Orthodox Jews, justifying the killing of Palestinians under certain circumstances.

JERUSALEM (AP) ? Israel has authorized its military to take all necessary steps to stop rocket fire from Gaza, including a ground operation, an Israeli military official said Tuesday, as Egypt worked on a truce and said Israel had agreed to delay stepping up its response.

The Israeli government decision stopped well short of ordering tanks to roll into Gaza, and it appeared unlikely that would happen, as rocket fire all but stopped over the past day. The official said the decision authorized the military to act in accordance with the severity of Palestinian attacks, meaning that a ground offensive would be ordered only after massive rocket fire.

The Israeli official spoke on condition of anonymity because no statement was made.

Egypt's ambassador to the Palestinian Authority said Tuesday that Egypt obtained an Israeli pledge to hold its fire while efforts were under way to persuade Palestinian militants to stop the rocket barrages.

This is the third case of Egyptian diplomatic involvement with Israel over the last month, after two prisoner exchanges. Israel has been concerned that Egypt's new rulers might toughen their line on Israel in accordance with widespread public dislike of the Jewish state despite a 1979 peace treaty. Egypt's diplomatic activity might calm those concerns.

The sudden spike in violence began when militants in Gaza started firing salvos at Israel late last week, and Israeli retaliated with airstrikes. One Israeli civilian and at least 10 Palestinian militants were killed in the worst violence on that front in months.

The confrontation threatened to spiral into a larger conflict, and Egypt stepped in to try to restore calm.

"In the past few hours, Egypt saved Gaza from severe destruction and succeeded in securing Israeli restraint to give Egyptians time to reach a cease-fire agreement with Palestinian factions," Egypt's ambassador to the Palestinian Authority, Yasser Othman, told The Associated Press Tuesday.

On Monday, Netanyahu warned from the podium of the Israeli parliament that Israel would operate "vigorously and resolutely" against those who would threaten its security.

"A security philosophy cannot rely on defense alone," Netanyahu said. "It must also include offensive capabilities, the very foundation of deterrence."

The military said there have been no Israeli airstrikes since around midnight Monday. Two rockets were fired from Gaza during that time. The relative calm prevailed through Tuesday afternoon.

The rocket attacks have disrupted life in southern Israel, forcing schools to close. About 1 million Israelis live within range of rockets from Gaza.

The Islamic Jihad faction was behind the initial rocket attacks. On Sunday the militant faction agreed to stop the violence if Israel also did. Rocket fire that drew retaliatory Israeli airstrikes persisted afterward, but it was claimed by a different militant group, the Popular Front for the Liberation of Palestine.

Gaza's ruling Hamas group, which has killed hundreds of Israelis in past violence, has not directly been involved in the attacks. Israel holds Hamas responsible for all violence from the territory.

In another development, Israel announced late Tuesday that it has ordered accelerated construction for Israelis in east Jerusalem, the section claimed by the Palestinians as their capital, and nearby West Bank settlements.

A statement from Netanyahu's office said 2,000 new apartments would be built. Actual construction would be years away because of planning and permit procedures.

An Israeli official said the new construction is an answer to recent unilateral moves by the Palestinians, singling out Monday's acceptance of Palestine as a full member of a key U.N. body, UNESCO. Speaking on condition of anonymity because of the sensitivity of the issue, he also mentioned Palestinian refusal to condemn rocket fire from Gaza.

Palestinians demand an end to all construction in Israeli settlements before peace talks can resume. Israel rejects that as a precondition, insisting that the issue of settlements will be resolved when borders are defined through negotiations.

Nabil Abu Rdeneh, an aide to Palestinian President Mahmoud Abbas, condemned the housing project, saying Israel had "chosen settlements over peace."

Jerusalem mayor Nir Barkat said the announcement had little practical meaning because the projects had already been approved.

He noted that no one was demanding ? or would accept ? a freeze in construction in Jerusalem's Arab neighborhoods, and even housing developments seen as intended for Jews are by law actually open to everyone.

"I cannot tell people where to live," Barkat said in a meeting with foreign correspondents in his office. "We have no control over the private sector, nor are we going to ask people if they're Jewish or not."

Ex-'X Factor' singer says deal cut for his exit

Former "The X Factor" contestant Dexter Haygood said he wasn't pushed off Fox's new singing contest. He jumped.

Haygood was among five contestants eliminated from the show last week. But the rock singer with the James Brown rasp said that what viewers saw didn't reflect the whole story, including a behind-the-scenes agreement to ensure the swift exit he wanted.

According to Haygood, 49, who was part of mentor-judge Nicole Scherzinger's group of age 30-plus contestants, he told Scherzinger two days before last Wednesday's live performance show that he was dissatisfied with "X Factor."

"I wanted to leave the show because I was unhappy that I was unable to be a rock artist. I grew up on rock," said Haygood, of Memphis, Tenn., who enjoyed the spotlight in the 1980s as frontman for the rock group Xavion, which toured at one point with Hall & Oates.

Being called on to do pop songs such as Beyonce's "Crazy in Love" and Katy Perry's "I Kissed a Girl" was aggravating, Haygood said: "Can you imagine Steven Tyler, Mick Jagger, James Brown, doing (the 'Crazy in Love' chorus) 'uh oh uh oh uh'?"

Producers "seemed to have their way of doing things. I'm not sure why they wouldn't let me be me," he said Tuesday.

Scherzinger, former member of the Pussycat Dolls, took his complaint to the show's producers and came back the same day with an offer, according to Haygood: He would be bounced on Thursday's results show if he agreed to return for the season finale.

Neither Scherzinger nor Fox immediately responded to requests for comment.

Haygood said he was contractually bound to remain on the show and wouldn't have quit, but he appreciated the out he was given ? despite the $5 million record contract that goes to the winner.

"They (producers) took the opportunity to cut me, to let me just fly and do things the way I want to do them," said Haygood, who said he communicated only with Scherzinger and didn't talk directly to the producers, including series creator Simon Cowell.

Cowell left Fox's "American Idol" so he could launch the U.S. version of "The X Factor," his hit British singing contest. Fox gave "X Factor" a lavish promotional launch but the show hasn't lived up to the 20 million weekly viewers predicted by Cowell, with 12.1 million watching last Tuesday's show.

Although Haygood said he was willing to play along before he was cut, he decided he owed it to himself and fans he made through "X Factor" to tell his side of events.

He also expressed frustration with how much the show highlighted his difficult circumstances, including "living couch to couch" in Memphis since he lost his home to foreclosure in 2007.

"I was treated more like a character than an artist. This is TV, they want a good story, you know? But they took that and I didn't get a chance to be an artist. I was doing things I would never do," he said.

For the approximately two weeks he was in Los Angeles, he was paid $250 for expenses, another $500 for the live show and cab fare for his ride to the airport after he was cut, Haygood said.

He voiced appreciation for the exposure "X Factor" gave him, which put him back in touch with members of his old band. They are in talks for a comeback tour and may appear on the season-ender of "X Factor," he said.

"The judges are great," he said, including Cowell, whom he called "a very nice guy."

"They understood me even though they couldn't give me what I wanted," Haygood said.

Iran FM says US buildup near Iraq lacks "prudence" (AP)

BAGHDAD ? Iran's top diplomat says reports of U.S. plans to build up the American military presence in other Mideast countries after withdrawing from Iraq show a "deficit, unfortunately, in rationality and prudence."

Iranian Foreign Minister Ali Akbar Salehi's comments came Monday in a Baghdad meeting with his Iraqi counterpart, Hoshyar Zebari.

The U.S. has long worried about Iranian meddling in Iraq's government after its military leaves at the end of the year. Washington is considering putting more forces in Kuwait to bolster its presence in the region, and has warned Iran not to interfere in Iraq's affairs.

But Salehi said Iraq does not need help in running its country from any foreign nation.

He called on the U.S. "to be more prudent and wise in their approach."

India shuts server linked to Duqu computer virus (Reuters)

(Reuters) ? Indian authorities seized computer equipment from a data center in Mumbai as part of an investigation into the Duqu malicious software that some security experts warned could be the next big cyber threat.

Two workers at a web-hosting company called Web Werks told Reuters that officials from India's Department of Information Technology last week took several hard drives and other components from a server that security firm Symantec Corp told them was communicating with computers infected with Duqu.

News of Duqu first surfaced last week when Symantec said it had found a mysterious computer virus that contained code similar to Stuxnet, a piece of malware believed to have wreaked havoc on Iran's nuclear program.

Government and private investigators around the world are racing to unlock the secret of Duqu, with early analysis suggesting that it was developed by sophisticated hackers to help lay the groundwork for attacks on critical infrastructure such as power plants, oil refineries and pipelines.

The equipment seized from Web Werks, a privately held company in Mumbai with about 200 employees, might hold valuable data to help investigators determine who built Duqu and how it can be used. But putting the pieces together is a long and difficult process, experts said.

"This one is challenging," said Marty Edwards, director of the U.S. Department of Homeland Security's Industrial Control Systems Cyber Emergency Response Team. "It's a very complex piece of software."

He declined to comment on the investigation by authorities in India, but said that his agency was working with counterparts in other countries to learn more about Duqu.

Two employees at Web Werks said officials from India's Department of Information Technology came to their office last week to take hard drives and other parts from a server.

They said they did not know how the malware got on to Web Werks' server. "We couldn't track down this customer," said one of the two employees, who did not want to be identified for fear of losing their jobs.

An official in India's Department of Information Technology who investigates cyber attacks also declined to discuss the matter. "I am not able to comment on any investigations," said Gulshan Rai, director of the Indian Computer Emergency Response Team, or CERT-In.

UNLOCKING THE SECRET

Stuxnet is malicious software designed to target widely used industrial control systems built by Germany's Siemens. It is believed to have crippled centrifuges that Iran uses to enrich uranium for what the United States and some European nations have charged is a covert nuclear weapons program.

Duqu appears to be more narrowly targeted than Stuxnet as researchers estimate the new trojan virus has infected at most dozens of machines so far. By comparison, Stuxnet spread much more quickly, popping up on thousands of computer systems.

Security firms including Dell Inc's SecureWorks, Intel Corp's McAfee, Kaspersky Lab and Symantec say they found Duqu victims in Europe, Iran, Sudan and the United States. They declined to provide their identities.

Duqu -- so named because it creates files with "DQ" in the prefix -- was designed to steal secrets from the computers it infects, researchers said, such as design documents from makers of highly sophisticated valves, motors, pipes and switches.

Experts suspect that information is being gathered for use in developing future cyber weapons that would target the control systems of critical infrastructure.

The hackers behind Duqu are unknown, but their sophistication suggests they are backed by a government, researchers say.

"A cyber saboteur should understand the engineering specifications of every component that could be targeted for destruction in an operation," said John Bumgarner, chief technology officer for the U.S. Cyber Consequences Unit.

That is exactly what the authors of Stuxnet did when they built that cyber weapon, said Bumgarner, who is writing a paper on the development of Stuxnet.

"They studied the technical details of gas centrifuges and figured out how they could be destroyed," he said.

Such cyber reconnaissance missions are examples of an increasingly common phenomenon known as "blended" attacks, where elite hackers infiltrate one target to facilitate access to another.

Hackers who infiltrated Nasdaq's computer systems last year installed malware that allowed them to spy on the directors of publicly held companies.

In March, hackers stole digital security keys from EMC Corp's RSA Security division that they later used to breach the networks of defense contractor Lockheed Martin Corp.

Researchers said they are still trying to figure out what the next phase of Duqu attacks might be.

"We are a little bit behind in the game," said Don Jackson, a director of the Dell SecureWorks Counter Threat Unit. "Knowing what these guys are doing, they are probably a step ahead."
